The Town of Thorp is considering closing its roads to ATV use due to damage from ATV drivers. Board members discussed the misuse of the town roads, specifically citing Pine Road, Dickerson Avenue and Elm Road. “Some of them are pretty bad. They got pretty big ruts there,” mentioned Chairman Louis Andruskiewicz.
Supervisor Bob Kodl agreed, “Yeah that’s deep. They tore that Dickerson up good.”
“All these side by sides and all these four-wheelers when you stop to think about it, that people have, if they want to continue riding in the Town of Thorp then they should be looking out for people that are damaging the roads because we can close them,” said Andruskiewicz. “It’s almost all day steady.”
Kodl commented that it’s one that is spoiling it for the rest.
“They tear that road up,” Kodl said.
Andruskiewcz updated the Board on the issue with the Thorp Area Fire District Ordinance after he met with the Thorp Area Fire District Board. “I didn’t realize the board had as much power as they did but the board can do anything they want. That’s why they wanted all these townships to sign the ordinance,” he told them. He informed the board that the fire board employs a collection agent who manages all their bookkeeping and billing for runs. Clerk Arlene Kodl asked if the prices are the same and Andruskiewicz told her that prices weren’t included yet because “some of that has to change.” “It’s gone up in price,” he added. He stated that the Town of Thorp didn’t need to take any action as the resolution was passed on July 31st by the Thorp Area Fire District Board of Directors. The Town of Thorp Board agreed to ask the Thorp Area Fire District for information on any future changes.
“They didn’t argue with anything,” said Andruskiewicz. “They understood both ways.”
“They have nothing to hide,” said Kodl.
Andruskiewicz concluded, “They treated me real well. They thanked me for coming and the interest. We exchanged notes and they wanted to know if I wanted to come again but I don’t.”
He added that he was told that all inspections will be finished before the end of December.
Site work for the new Town Hall was scheduled to begin Monday, August 12th weather permitting. Concerning the interest rates for a municipality loan for the new construction, Andruskiewcz told the Board that he spoke to a representative at Forward Financial. “He says it will not be more than six. He says it could be lower, but it will not be more than six.” Andruskiewicz recommended borrowing $700,000 “to make sure we got everything covered when this building is done” and added that interest is paid only on the amount that is borrowed. The Board approved the motion to borrow $700,000 from Forward Bank at approximately 6% for the new town hall construction.
The next town meeting will be on September 11 at 7 p.m. at the current town hall.
